The purpose of this class is to provide administrative, instructional management and leadership for assigned Health & Human services programs to include open enrollment and contract training with outside organizations. The position will be responsible for all aspects of assigned programs, including the organization, administration, continuous review, planning, development, seeking and maintaining clinical placement affiliations, and compliance with accreditation and/or licensing authorities. This includes supervising full and part-time staff, providing liaison to health care affiliates, and representing the college on a local, state, and national level.

Bachelor's degree required in healthcare, education, management or related field; Master's degree preferred. Minimum of five (5) years of experience in a capacity that includes the planning and implementation of programs, services and/or products. Two (2) years of supervisory experience required.

Prior experience and proficient in curriculum design, program administration & planning, adult education and online learning platforms preferred.

Must have a valid Maryland driver's license with violation points less than five (5).

  1. Provide the day-to-day management of assigned programs, including supervision of full-time instructional specialist(s) and adjunct faculty and staff.
  2. Coordinate the scheduling of faculty, courses, and facilities within assigned programs.
  3. Design, develop and implement department programs or initiatives.
  4. Seek continuous improvement in curricula, teaching (classroom and on-line) methodology, and student-centered learning.
  5. Work collaboratively to achieve departmental, divisional and/or institutional initiatives.
  6. Participate with the hiring and evaluation of assigned staff.
  7. Participate with other staff in developing and managing courses, and curricula.
  8. Maintain laboratories, supplies and/or equipment.
  9. Remain knowledgeable about the College, its structure, culture, policies, practices and requirements for assigned programs.
  10. Attend regular meetings with the Continuing Education Staff, Allied Health advisory groups, licensing organizations, and other meetings as requested.
  11. Serve as an advocate for the College and its students, as required.

  1. Oversight for program administration for assigned program areas to include open enrollment and contract training in Health & Human Services.
  2. Accurately forecast, manage and track annual unit revenue and FTE generation and expenses.
  3. Maintain program compliance with all accrediting/licensing organizations.
  4. Develop business relationships with healthcare employers in the Baltimore County region.
  5. Develop training solutions to meet prospective client training needs and create contractual agreements (i.e. Memorandum of Understanding, Letters of Intent, etc.).
  6. Develop new courses and programs to meet industry needs, changes in regulations and/or program expansion.
  7. Develop systems to coordinate and monitor all course and student paperwork.
  8. Maintain current and develop new clinical affiliations for student clinical placement in assigned programs; coordinate student placements and provide appropriate staffing for site management.
  9. Responsible for marketing courses and programs to support student enrollment.
  10. Recruit, select, train and supervise adjunct faculty.
  11. Counsel and advise students.
  12. Develop and manage partnerships with all relevant stakeholders, including other departments within the college, professional and business associations and other community colleges.
