OBJECTIVES
Under the general direction of the Chief of Police, assists, directs, coordinates and supervises Police Sergeants, Police Officers, Dispatchers and Record Clerk. Acts as Executive Officer responsible for departmental administration; exercises oversight of the patrol, detective and communication activities and coordinates activities with other members of the staff. Assumes command of Police Department in the absence of the Police Chief. On-call 24 hours per day.
ESSENTIAL FUNCTIONS
Assigns, directs, supervises and evaluates department personnel; evaluates personnel performance; conducts special studies and prepares statistical and narrative reports as required.
Identifies manpower and equipment needs within the Police Department, assists the Police Chief in preparing, presenting and implementing the annual department budget; writes specifications, orders equipment, materials and supplies as required.
Administers the personnel function of the Police Department including candidate testing, selection process, etc., as required by the Chief of Police.
Conducts internal investigations as required by the Chief of Police; recommends disciplinary action for violations of department rules and regulations, policies and procedures, for dereliction of duty or unsatisfactory performance.
Studies and recommends modification of operating procedures and regulations when required by changing conditions.
Develops and recommends policies and procedures regarding administrative accreditation standards; assigns, monitors and assembles necessary documentation to meet accreditation standards.
Assists the Chief of Police in preparing and administering the annual department budget; reviews activity reports and responds to public and media inquiries.
Acts as liaison with the federal, state, municipal agencies, private groups, State's Attorney, state court system, Department of Motor Vehicles and with regional consortiums.
Assumes command of the Police Department in the absence of the Police Chief.
Administers the police department's training requirements.
Performs, as required, any duty of a sworn officer and performs other tasks as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of, and ability to apply, state criminal laws and motor vehicle laws.
Knowledge of modern techniques of law enforcement, crime investigation and traffic control.
Knowledge of relationships between other Town, state and federal departments and agencies.
Ability to plan, organize, direct and evaluate the work of others.
Ability to learn, understand and apply Town ordinances.
Ability to express thoughts and concepts orally and in writing.
Ability to prepare comprehensive reports.
Ability to deal firmly, effectively and impartially with subordinates, associates and the public.
REQUIRED EQUIPMENT OPERATION
Operates motor vehicle, firearms, cameras, oxygen unit, snare, life jacket, radios, telephones, computers, ambulance stretchers; operates office equipment as required, including, but not limited to, calculators, adding machines, copying machines, typewriters; fire extinguishers, handcuffs, flares, ropes, ladders, radar, intoximeter, drug identification kits, and crime scene equipment.
REQUIRED PHYSICAL EFFORT
Must be able to sit at a desk, drive a motor vehicle, and stand at an assigned location and work continuously for extended periods of time. Must be able to carry supplies and equipment which may exceed 25 pounds, run, kneel, lie in a prone position, climb on/mount walls or fences, life ambulance stretchers with medically-distressed people on same, carry, drag, move victims away from danger with or without assistance.
REQUIRED QUALIFICATIONS (Minimum)
Seven (7) years of progressively responsible law enforcement responsibilities, including at least two (2) years as a supervisor in the rank of Sergeant or higher, or equivalent combination of education, training and police experience.
SPECIAL REQUIREMENTS
Must have satisfactorily completed training at the Connecticut Police Academy; POST certification required.
Must possess a valid Connecticut motor vehicle operator's license and be a citizen of the United States.
