Associate Director of Staff and Operations - Clearinghouse for Military Readiness

The Clearinghouse for Military Family Readiness, a unit within the Social Science Research Institute at The Pennsylvania State University is a nationally recognized applied research center focused on improving the health and well-being of military service members, veterans, and their families. We are currently a team of approximately 55 full-time research faculty, program managers, and research and support staff. The Clearinghouse is part of The Pennsylvania State University, a leading public land grant institution known for its world-class research, teaching, and outreach.

We seek to hire an Associate Director of Staff and Operations, whose focus will be on strategic operations, operational management, human resource management, and supervision of various staff. The Associate Director is also a member of the Clearinghouse leadership team. As such, this position will have a significant impact on the growth, sustainability, efficiency of the efforts of staff, and the overall success of the Clearinghouse.

This position is key in ensuring that the Clearinghouse meets current and future needs that allows the organization to grow and flourish. It will manage the talent acquisition process, analyze trends in compensation, facilitate problem solving, effectively communicate across the unit and the university. This position will partner with other human resource professionals and key stakeholders to develop, propose, and implement process improvements and actively participate in the planning, coordination, and execution of strategic initiatives at the Clearinghouse. It will also develop an employee-oriented culture that emphasizes collaboration, quality, continuous improvement, and high performance to achieve results.

Responsibilities: The individual in this position will have the following responsibilities:

Strategic Operations
  • Contribute to the strategic plan by providing data-driven insights to inform overall strategic and operational decision making
  • Ensure that strategic initiatives are executed timely and with high quality
  • Work with leadership team to ensure that the Clearinghouse is appropriately staffed for operational and research projects
  • Foster a culture of continuous improvement within the unit
  • Establish unit policies and procedures to guide unit activities
  • Ensure unit compliance with university policies, rules, and regulations related to research, finance, information technology, and human resources
  • Identify inefficiencies in existing processes; design/implement process improvements to streamline operations of repetitive annual tasks


Operational Management
  • Support the day-to-day operations of the Clearinghouse
  • Provide cross-functional collaboration among relevant stakeholders
  • Anticipate future organizational needs
  • Oversee or lead change projects based on current and future needs
  • Manage Clearinghouse facilities


Human Resource Management
  • Work with leadership to recommend the appropriate job posting and level
  • Leads the recruitment, selection, hiring, and onboarding of all new employees
  • Ensure the selection of applicants is unbiased through the development and use of training and resources
  • Point of contact for applicants; lead negotiations with selected applicants related to compensation and start date
  • Address all questions and concerns; troubleshoot any difficulties with the hiring process
  • Identify/create onboarding requirements for each job category


Management and Supervision
  • Directly supervise, lead and mentor assigned staff
  • Provide ongoing support and resources for the professional development of all Clearinghouse personnel, such as high-performance standards
  • Oversee mid-year and annual performance reviews; enforce Clearinghouse annual review processes are followed; ensure adherence to policies and procedures
  • Review Clearinghouse job profiles and salaries periodically; recommend/process changes as needed


Education and Experience: This position will be filled at the Manager or Senior Manager levels depending on the candidate's experience and education. This position typically requires a Master's Degree, preferably in Human Resources Management, Operations Management or related areas and 4+ years of experience, or an equivalent combination of education and experience.

Knowledge of military culture and military families or a military background is preferred. Selection is dependent upon successful accomplishment of background clearances in accordance with Penn State policy.

This is a limited-term appointment funded for one year from the hire date, with an excellent possibility of renewal.
